These are a group of Russian/Nergerian scammers with fake idenities acting as Chinese seller offering D2 Diesel, M100, BLCO in Qingdao port of China. None of them read or speak Chinese, but use translation tools to make you think they are actual Chinese.
All phone number they give out is fake, and none of them will actually speak to you personally. Their original procedure looks flawless with no upfront fee. However, during certain steps, they will make up excuses and ask for advance fee for Dip Test permit or that your tanks are outside of the free injection zone.
So they required a fee of $15000.00 USD or 108000 RMB before they can proceed further. This will always be send to a personal account, invoice issued by fake inspection company or tank farm. They will always threaten to cancel the order if you don't send out the funds within 24 hours. Once the funds are sent, they will disappeared.
