A homeless woman trespassed on my property, turned on my hose and sprayed the air and streets. California has a drought, so it will be a higher charge on my water bill. When I complained about her on Nextdoor, Scott Lay gave me a legal lecture, saying trespassing is a civil issue and calling the police is not allowed. He said water usage isn’t reflected on a homeowner’s bill. His argument is homeless folks can break into a homeowner’s property and there isn’t anything they can do to stop them.
Scott claims to have passed the bar exam on his first try. He frequents Nextdoor, scolding residents who complain about the littering, drug use, and petty theft committed by the homeless.
