Service Plus Community Management Used all of community reserves Colorado

I suspect that these people get kickbacks from their contractors for keeping the community in constant repair, never finishing any of the projects.  Our community is now broke and the HOA board members do whatever they want.  They approved a budget without a vote of the community and spent down reserves to zero.

Now, without a vote, they are assessing us because there are no reserves.  They paved over a leak in the road and came back a dug up the pavement that the community paid for against their will to fix the leak that is still not fixed.  This has been going on for over a year with the leak.  They are also fixing roofs all at once to spend even more of our money. 

Kickbacks from contractors.  What else could it be.  We're broke and who has the money?  Oh, and they don't enforce parking rules or clean the pool or enforce dog poop to be picked up, or do grounds maintenance.  This is February and they still haven't picked up leaves.  There is trash all over the grounds.  They have turned out community into a ghetto.
