SHERWIN SOY CREATIVE Stole My Money CEBU

I found Sherwin Soy on a website called 99Designs. 99designs.com While searching for reviews of his work, I found his website,  sherwinsoy.com We communicated via email for a few days about what I needed and I ordered his BOOK COVER design services on May 29, 2019. 

I paid $200- via paypal and expected to receive a draft of the book cover within 5-7 days.  When I did not receive anything after 10 days, I sent him a follow-up email.  He told me he would send the draft shortly.  Another few days went by and I followed up again.  He told me that he had a death in the family, but that he would send the draft within a few days.  I told him to take another week. 

After 10 more days, I followed up again, he told me that he would send the draft in 12 hours.  After 3 days, I followed up again, he said he would send the draft the next day.  After 2 more days, I said I would have to cancel if I didnt get anything by the next day.  I sent him an email everyday for 3 days.  He didn't respond.  I threatened to report him to Paypal, he responded that he was currently working on the draft. 

It had been a month since my initial order.  The delay was causing me problems.  I asked him to cancel the order and refund my money.   I filed a dispute with Paypal.  He still has refused to refund my money.   Sherwin Soy of CREATIVE in Cebu Phillippines never provided the book cover design, but he has refused to refund my money.  HE IS A THIEF. 

Do not do business with this designer.  I have escalated my dispute with Paypal.  Please do not pay for any services in full prior.  I now know that I should have only paid a deposit until he provided a draft of the project, and then I will pay in stages as the work is provided.
