2Checkout - movavi They sent me an app that does not work and refuse to refund Internet

I bought this product called MOVAVI for $69.90. It is supposed to capture video on the computer. I downloaded it and this app would not function. I deleted it from my system and notified them. They sent me a few tips but none worked. I asked for a refund and did not get a reply so I opened a dispute on Paypal. I then received an e-mail from the company from a fellow named Vladimir Alekseev (v.alekseev@movavi.com) telling me that the funds were "frozen" and the best way to get my refund is by ending the dispute and they will reimburse me right away. They never refunded me, I lost the money. I am a Hollywood film composer and don't make complaints lightly. I waited to see if they would make good on their promise but they went "silent" and no refund. I was scammed and I can only hope that this action will result in full reimbursement.
