Today, I saw another website, grafikguru.com is running my code which was stolen by Lachlan Donald.

I contacted admin of 99designs.com, but they seem to be in Donald's group as well.

They have even blocked my IP from accessing their site but i have managed to send them a warning email

I URGE ALL TO HELP ME GET THESE CHEATERS BEHIND BARS.

I ALSO URGE TO HELP ME GET MY $ 5200.

I'm not sure what the poster is trying to accomplish, but he has made the same accusation across a variety of unrelated sites. Check out these posts by him and the comments on them:

When the poster originally put up these posts, the site he claimed was being copied was http://www.ekpage.com, which at the time looked like it was going to be a design contest site, but now is some sort of bug management system.

I assume these posts are to generate publicity, or part of some sort of scam. I have made several attempts to contact the individual, none of which have been returned.
