The whole thing is a scam - stop communicating with them

You should not have emailed him back. First of all, ACS is a well known scammer. Secondly the name of the 'person' that you see on the email is false.
Telling them you need an extra 15 days tells them they have a 'live one' that believes their scam email. Don't communicate with them. Read up on the 970 scam email posts here on Ripoff report (as of today) posted by others that have been scammed or attempted a scam.
Do not send them money. Do not call these people. When they call you (and they will) tell them you know it is a scam and hang up. Don't engage in conversation with the scammer. They will do their best to intimidate you through emails and phone calls.
There is no payday loan. You can not be arrested for non-payment of a debt even if there was a debt. Even if you owe a payday lender, any payment to the scammer won't go to the payday lender you owe. The whole thing is designed to get you to send them money. These scammers are ruthless.
Read up on what to do when you have been scammed (or have a scam attempt) at FTC(dot)gov.
Good luck. Delete the scammers email everytime it comes in after you have reported it to the authorities.
