ACS, Inc. contacted me via email stating I have an upaid payday loan. They state that I must pay $965.75 immediately or be forced to pay $3,873.81!!! I have no idea who these people are and their email is quite alarming and disturbing to say the least.
The email has no specific contact information as far as name and leaves a number of 281-402-3300. When that number is called to inquire about more information you only reach an answering machine that leaves no identifying information.
The harassing email states that I am guilty of cash services fraud and that they will contact my employer, local police department, garnish my wages, contact social security administration, seize and sell any of my property, etc. unless I send a promissory note and make a payment of $965.75 immediately. The letter is quite threatening.
I would appreciate any assistance or information anyone is able to offer to stop these people from harassing me!

Thank you so much for responding! I was freaking out! It scared me! WOWWWWWW! !! I WILL NOT RESPOND TO THEM AT ALL!! Thank you for the info.

All those items listed in the email you describe are threats by scammers.
They can not legally do any of those things to you, including: reporting you to the police or your employer or the SS administration or sieze anything of yours. In order to sieze your property, they have to have legal standing and they don't have any legal standing whatsoever, that is why they asked you to sign a promissory note.
Do NOT under any circumstances sign a promissory note.
Do NOT send them any money.
Don't contact them in any way. If they call you, hang up. If they email you delete it.
Read up on consumer scams at FTC(dot)gov. This particular scam is known as the payday loan collections scam. They do try to intimate you into sending money. Don't listen to them. If you have already sent them funds, then file a police report and report it to the FTC. But please don't send them anything if you haven't already done so. They are powerless to do any of the things they are theatening to do to you.
