When we purchased our place last year, my wife and I did a walk through a few days before we took possession. As soon as my wife entered after walking up the first few stairs she was in tears, this will give you an idea of how bad everything was or still is! I have had many items replaced and repaired, i.e.

Kitchen sink, bathroom sink, countertops, ceilings (from big holes), new range, raised my kitchen floor and added tile because the counter tops were too high hence the new range (feet were stripped to raise range past maximum level), floors on a slope, all walls are not straight and are wavy, very very poor framing and dry walling. I can go on and on with more problems but I am sure you get an idea.

Adera apparently does not have a site superintendent to oversee the construction of any development! Before my year end was up, I phoned St. Paul to make a claim to repair the many problems because I have kicked out two sets of Adera's so called handymen because they were making the problems worse not better (Adera's fix it crew do not have to be qualified tradesmen!).


St.Paul told me Adera does not have to repair nail pops if they do not want to and I had many. St. Paul warranty only covers extreme cases so BEWARE! i.e. my slope in the floor has to be greater than 1/2" over 8', also if it looks ok from 20' than its OK. When a claim was made with St. Paul, Adera started to Blackball me, only repairing what the extreme guide allowed! So I backed off. Before year-end was up I submitted my year-end list, Adera did not start repairs again till AFTER my year-end. I made another claim to St. Paul and now they tell me I am no longer warranted because my year is up!! This is why I state there is no protection for the homeowner, St. Paul is a scam and the rep that came over to my place apparently has no credentials after asking him so, he is just there as a looky-loo to protect the developer!!

I am a first time homebuyer and I have a family, I was a little excited to own my first home, until what I have witnessed and experienced I am very angry and upset to say the least. I will be selling once I have finished with a few more repairs to cover my a*s being that I am responsible now. St. Paul was organized because of the leaky condo situation, how pathetic!

Furthermore, St.Paul has informed me that Framers and Drywallers DO NOT have to be licensed or qualified to perform construction, hence developers hire Framers rather than CARPENTERS who are Qualified, licensed and actually attended a school.

The Greater Vancouver Home Builders' Association has informed me that the apprenticeship program has gone to "hell in a hand basket" and the developers are hiring unqualified, unlicensed, inexperienced immigrants to build our homes here in Canada, which is causing a flood of complaints from the homeowners. Good luck with the developer if you have to make a claim with St.Paul before your year-end is up, because it will only make the developer angry and annoyed!

I meant to mention the Homeowner Protecton Office.

They were, IMO, the only decent thing that came out of the whole leaky condo fiasco we had in BC. It's a government agency, so while they might not be efficient or friendly (although I always found them so) they are at least strict about enforcing the laws.

If you can't get satisfaction from St Paul, or Adera, try talking to people at the HPO.

I recently moved into a new townhouse in BC in September.

We are being told when sending any deficiencies to the developer, to also send a copy to St. Pauls so that IF the defects aren't fixed before the year is up, the claim is in place.

With the construction boom in Vancouver, I hear that many developers are deliberately choosing to leave defects for the warranty company. While the developer still has to pay for the warranty work, they often find it more convenient to move their crews to the next project and let someone else handle fixing the problems.

Our developer is Bastion, and they've been hot or cold regarding fixing defects. Some days they are responsive, and do a great job. Some times they seem not to bother to even appear to care.

Thanks for posting about St Pauls warranty. I lived through a leaky condo, and the failure of the old Home Warranty program. So I'm naturally suspicious of St Pauls and the other developer-based warranty programs put in place by legislation.

I have to think that St Pauls will be more active once the developer is no longer on-site. We're in Phase I and Phase III is still being completed, so the developer is here. We can just walk over and talk to the guy. They are usually friendly, but sometimes not as responsive as I'd like. It did take a few months to get most everything done. Now we're waiting on a few minor things.

We were told nail pops would be handled by the developer at the 1 year mark. Thanks for pointing out that the 1 year mark is the end of the warranty period. I would advise others to make sure they document and claim for nail pops before the year is up.
I accidentally got myself elected to Strata President, so I'll see if I can't make sure that all the owners get the right info before our year is up.

I'm still suing the guys who built the leaky condo I sold last year. I was sure hoping new construction in BC was going to be free of the systemic problems it had. I'm angry to see that there may still be problems.
