This is the message I sent to the attorney general and the BBB, sums it up nicely:

Hi,
 
I would like to file a formal complaint regarding the above company. They have a deceptive business practice that preys on misinformed companies and / or individuals. They are a scam business and I cannot fathom how they are allowed to continue operation. I just spoke to a "David" there not more than 5 minutes ago, and of course upon calling back, there is no "David" working there. They will call regarding a large format copier you are leasing. My most recent conversation went as such:
 
"Hello, this is David from Ricoh service (our brand of copier). Is everything working OK there?"
 
To which I answer "Yes, everything is fine."
 
"Oh, great. Well if you need anything serviced, please just give us a call here. I also just wanted to let you know that your toner is on its way and should be there in a few business days."
 
The crux of the scheme is that a) toner is included for free with most leases from any company, and b) they are charging several times the retail price of a cartridge of toner. Our last, and only, bill from them over a year and a half ago was for $319 for one cartridge of toner. They have called me repeatedly since, and doing a simple internet search on the name of the company reveals plenty of complaints. I called them to let them know I would be reporting them to the BBB and the Atty General and they promptly hung up on me.
 
Again, I cannot imagine how this company could be allowed to continue operation. It would be in the state's interest to investigate them thoroughly. I am also forwarding this message to the California Better Business Bureau. I would also cc the company on this email but they do not have a website or email address. Their listing at the BBB is:
