AllHDD.com This company illegally charges 30% restocking fees for refused shipments New York Internet

I purchased some equipment from this company and immediatly cancelled it once I found out they would not deliver it on time. They shipped it anyway and when I refused the shipment charged me a 30% restocking fee. I looked into this fee and found out that a company can only charge a restocking fee in the amount that is resonable to restock the item. Since this order was $2000 they kept $600 of my money all to take the 6 small hard drives that I returned out of the box they packed them in and put them back on the shelf. I dont see how this can be legal. How does a company charge you a $600 restocking fee for a few small pieces of electroincs that was not even opened?
