 There has been no fraud on my part and Alliance School knows it. They were paid for a course that was supposed to come with a link immediately and for a Certificate of Course Completion once the course was completed. The course link was provided after four days, not immediately, and the Certificate of Course Completion has never been received. This is not bullying it is insisting that they honor the contractual agreement. By their own admission in their rebuttal they did receive the payment. They also admit that I did complete the course. Therefore THEY are the ones committing fraud by turning it over to collections for non payment and by refusing to fulfill the contractual agreement of issuing the Certificate of Course Completion. I will continue to post on every site I can and file complaints with every agency I can to warn all other notaries about these unscrupulous tactics. The reporting individual is clearly aware that they are misstating the facts surrounding this issue.  They are committing fraud by lying about their actions to get specific qualifications for a California State license.  The initial call came in with the reporting party screaming on the phone, using abusive language and making threats.  No foul language was used on our part.  We did not even use the word "stupid" in responding to the claimant who is not only exaggerating the facts but simply lying.  The claimant then continued to lie about not receiving the course materials which were emailed to them on at least 3 occasions and then opened a fraudulent claim with PayPal.  Our terms of service clearly indicate that if you lie, create a false claim against us, and try to cheat by stealing from us, you will be referred to a collection agency which is exactly what happend. After reviewing the baseless claim which varied from "Never received item" to "Item was not as described", PayPal denied it understanding that the claim was just a lie.  You will not be rewarded with a certificate by resorting to bullying, threats and committing fraud by making false claims.  These dishonest tactics are not acceptable anywhere much less in the process of obtaining a California State license.  AllianceSchool has incurred costs in fighting against the claimant's fradulent and criminal tactics and that's why the file has been sent to collection and reported for further investigation to the California Secretary of State.  No amount of bullying and intimidation will be rewarded with a certificate or State license.  Claimant is not entitled to a certificate and will not be issued one since they lied, stole and committed fraud.  This is the only one incident out of our more than 500 students in which case such gross fraud has been committed by a student who resorts to theft and fraud in order to coerce the issuance of a certificate.
