I got the letter that said that i was a winner of a UTILITIES DRAW.

then they say that ther firm would pay the surcharge.
I do not have a bank. when i called them i was told the check was good and could go to a curnency exchange to cash it. when i did the check was kept to be trun over to the state as confite.
