American Express Gift Card Rebate Promotion AmEX offered a rebate offer and didn't honor it Warminster Pennsylvania

I purchased 3 American Express (AE) Gift Cards from CVS in December 2008 to give as Christmas gifts. The primary reason I purchased these cards was because of a promtion that AE was running entitled, "Buy three gift cards and get a free gas card worth $15 and 25% off an Avis Rental". I mailed everything in as noted in the rebate form, and did not receive my gift cards. I called AE on 1/26/09 and was told my cards have been processed and that I should receive them within 2 weeks. I called again today 3/4/09 and spoke with the "Incentive Program Department, as I still have not received anything and was told that my card for gas was mailed to me in January. Since I never received anything, they said they would mail another one, but they knew nothing of the Avis Rental Car promotion. They referred me to the "Gift Card Department". The guy I spoke with there put me on hold twice to look for information on the Avis rental rebate and came back both times saying that he doesn't know anything about this program/rebate, and then after being on and off hold for 30 minutes, referred me back to the Gas Card Department, who I had already spoken with. At that point, I was losing patience and asked to speak with a supervisor. I was put on hold indefinately at which point, I hung up. I would like to know WHY AE makes these offers to us, the consumer, but they will not stand behind the offer. It is unacceptable, especially in this market. I would have chosen MasterCard or Visa gift cards had I knows it would be this difficult to get AE to do the right thing and make good on their promise! Can you help?
