I personnally have over $3500 in outstanding invoices dating back to April 2008 that has (not only) not been paid; but has simply been ignorred. They don't return your phone calls, they don't respond to faxes and they don't pay their bills. A contractor has to sell and service a lot of equipment to overcome these kinds of set backs.
It's sad for the customer that has to put up with their equipment being down because of this kind of business. It's sad that this kind of business can exist for any length of time.
