Police had my vehicle towed at 1:30 am because registration was due .The vehicle was towed less then 1 mile, tow charge was 290.00 vehicle was stored 4 days at there storage facility called them the total price one thousand dollas total rippoff. This company gets to keep and resell vehicles all the time, money doesnt grow on trees and times are tough and companys like this make it worse for all of us here in Clearlake CA.

I have news for you. Police don't just tow your vehicle because your registration is due, they tow it because your registration is OVERDUE. Where even then, they aren't going to do it for being just a few days late. So I am going to figure that you were at least several months late.
As for the rate you are charged. In MOST areas the police have specific tow rates a company can charge, so did you contact the police department about the "legal" rates? If they charged you more, you have a valid complaint. If not, then you owe the money.
But there is something strange here, $290 for a 1-Mile tow and over $150/day for storage on the surface seems excessive. So there is probably more to the story here. Perhaps this "vehicle" is not just a regular car but perhaps a commercial truck such as a Semi? Perhaps you weren't just towed for expired registration.
So what is the rest of the story?
