Since I moved to this apartment August 2008, my monthly water, trash and sewer bill is between $80 to $100 per month. I sent email and made several calls but the answer I got was I am being billed according to the size of the apartment and total number of occupants. The apartment is 2 bedroom, 968 sq. feet and we are family of four (Husband, wife and two children). Even most home owners in Arizona say that their water and trash bill is higher than them. So I suspect there is some fradulent business activity with this company and the apartment complex I live in (Tatum Place, 16801 N. 49 Street, Scottsdale, AZ 85254). Not sure who I can report this to investigate why the monthly water/trash bill is approx. $100.

I suspect that the Utility "management" company is taking a nice cut for themselves. I have a 3B 2B house in Phoenix and my water/sewer/trash bill is $40 / mo. I've heard similar complaints about these utility management companies from my renter friends. They always pay more for their apartment utilities than homeowners.
I'm not sure that there's a lot that can be done about it. You're pretty much locked in to whomever the apartment managers want to use. Your best bet would probably to get together with your neighbors and take the issue to the manager of the complex. Good luck!
