Jan 25 , 2014. Our driver was involved in a collision driving a small car. He should have called the Police but he didn't. A tow truck was there in one minute flat and solicited our guy to tow him. Being from out of state , he accepted not knowing who to call. His car was towed 11 miles to the tow yard.
Jan 27 , we call to get the amount owed and are told " i am not at my computer , I will call you back. ". No call was returned.
jan 28, we call again and get the same reply.
Jan 28 a few hours later we call again and this time get another person who tells us the total will be $920. And they only accept cash.
i look the company " Automotive Management " up on line and there is no info. And no website. I Google their phone number and get a lot of info.
They have had had the same phone for several different companies. Tow Decision. Universal Towing and Decisive Towing. The sign outside of their business says Decisive. A lot of information is available showing MANY complaints of over hanging people and having their Phil Tow License revoked a number of times ( thats why they have multiple names)
According to the Philadelphia City Ordinance on Towing ( anybody who tows in the city is regulated by them) , the tow is allowed to be $50 , $2 per mile and $25 per day storage.
The total should have been $197 from the crash Saturday until we picked the car up on Wed.
They charged me $920.00
Tow driver fee. $225
Winching fee. $210
cleanup fee. $75
yard fee. $75
Admin fee. $125
Daily Storage. $45
i told the guy I dealt with all of my discovery information on his company and he said they didn't tow it , they just stored it. I told him that you are then at least an agent for the tower. He disputed that claiming that Center City Towing did the tow. I searched and searched and only found a non working number for them. Tow companies don't stay in business if they don't have a good phone number.
I told him if I have yo pay one dollar over the $197 that I would be filing a formal complaint with the City. He then told me that our driver consented to the tow and that nullifies the city ordinance. I informed him that HIS driver solicited the tow which is against city ordinance which negates his claim ( which I do not believe let's him off of the hook to charge whatever he wants)
Remember , the name on the business says Decisive Towing. The receipt he printed out had the name of Tow Decision. One of the companies specifically targeted by Philadelphia City. I also noticed he has a nice fleet of NEW Ford F-450 diesel tow trucks that were coming and going on a regular basis.
Remember these names and ASK before you allow anyone to tow your car.

I, too suffered the same experience as Ken, almost verbatum. It was Center City Tow trucks and they were towed to Tow Decision A man orchestrating the whole thing worked for Auto Claims Managment, which shares the same address and phone number as Tow Decision. Tow Decision, however, is not a name found anywhere near to this address. The sign out front said Diversified Towing.
The language and intent of City Ordinance code 9-605 is unambiguaous about the towing of vehicles disabled in an accident. I, just as Ken did, signed a release form to allow them to tow my car. The form stated that my signature somehow gives them consent to operate outside the ordinance. Apparently they think I have the power to relinquish the law. Anyway, that form would likely hold little to no validity in court.
I am going to submit my own account of this in more detail.
Ken, please feel free to contact me regarding this incident if you care to join me in attempting to expose this situation. Likewise, anyone who has had a similar experience in Philadelphia, please submit your story and/or contact me.
It seems imperative that this company and any similar scam be exposed. if for no other reason than to stand as a warning, and prevent it from happening to anyone else.
