This individual(s) sell the idea of receiving cash card rebates on monthly purchases you make at various stores, restaurants, and gas stations.  They cleverly designed their scheme so that the time it supposedly takes to get your first cash rebate far exceeds the 45 days you have on Ebay or PayPal to provide feedback.  Consequently, many buyers (hundreds it appears) offer positive feedback on their experience with the seller prior to realizing they have been scammed. My guess is that, based upon the number of feedbacks (nearly all very favorable by the way!), this seller has taken people for hundreds of thousands of dollars--mostly in $19.95 increments.  Bottom line, most victims simply give up pursuing justice and write the purchase off as a lesson learned.
