Big money center scam, fraud, nott allow cashout, try to force me to upgrade to get paid, not pay, lie about paying a free member when 100,000 is reached, false advertising, don't put cash out button up as advertised Internet

This company Http://bigmoneycenter.com is a fraud site and they are pulling scams. They said on the site that there would be a cashout button  on this ptc site when I reached 100,000 dollars and that I could cash out as a free member and get paid instantly. It is a lie. I reached 100,00 and over and the cash out button does not appear.  there is, instead a link that tells me to updrage to get paid and that costs like 369.00 dollars. This site is a scam to get people to pay THEM to upgrade and then they probably still won't pay then.  Buit they have it flashing all over the home page that they pay instantly, and in the terms and conditions it says that when free members reach 100,000 that they will put a cash out button for them to get paid instantly.  It is all fraud.  This is a PTC site. People are suppose to get paid to click and view ads. They are suppose to pay by Paypal. They do not tell you if the money you earn is the exact amount you are suppose to get paid.  This site need to be investigated and audited.
They do not give you all of your referrals either. I have signed up many people that do not show up on the site. They do not want to pay. They are false advertising.
