Blount County Sheriff seen as weak on crime on the elderly--case in point, The Franny Graham missing person case at a standstill since 2005.

Graham's whereabouts are still unknown, but Blount detectives say they don't believe she was kidnapped by several assailants, as Dockery described.
Dockery told police Graham and he were running some shopping errands in Maryville when he pulled into the parking lot of Dubbs Restaurant on Highway 129 after being flagged down.

It was there, he claimed, they were attacked by men wearing uniforms.
He turned up a four days later without her and described to investigators their ordeal of being driven around in windowless vans.

But since then detectives have picked apart his story. About the only part of his story they believe is that Graham and Dockery went shopping that day.
According a release by the sheriff's office, Dockery refused a polygraph examination during an interview investigators on September 25.

The Blount County Sheriff's Office allege they are continuing the investigation into Graham's disappearance with the assistance of the Monroe County Sheriff's Office and the Mount Vernon Police Department.

Arthur Dockery, 57, claims he and the woman who had lived with his father for the past 23 years were kidnapped and taken in separate vans and he was held by a woman who held him captive as a sexual slave for just under a week.
Dockery tells of a redhead that stripped off his clothes and tied him with Velcro strips on a hook in the van. Dockery alleged that the woman masturbated him twice a day until he escaped..He claims he managed to escape several days later and doesn't know what happened to Graham. Blount County Sheriff's Office investigators were able to determine that Dockery made a cell phone call to his sister from the Mount Vernon, Ill.-,this is where police believe her body was dumped - about 12 hours after he said he was kidnapped, but found "several holes" in his story. He has been charged with filing a false police report. A phone call traced to Dockery's cell phone made in Massac county Ilinois- shows a call was made to his sister during the time of his alleged abduction.
