In January of 2015, Mr. Bruce Rowland of Blacktie Technologies told our company that he had a banking relationship that could perform ACH processing for our unsecured loan clients.  Paperwork was filled out and Mr. Rowland indicated that he had submitted the application to his bank.  He came back and stated that the clients/industry type had been approved, but that the bank was requesting us to put up reserve money prior to the client processing any transactions.  As of March 20, 2015, IMP had transferred $10,000 to Blacktie Technologies (as Mr. Rowland was protecting his bank relationship).  Mr. Rowland committed to IMP that the reserve money would be returned if the bank did not process payments for our client(s).  

Then we waited and waited for the processing relationship to get finalized.  Mr. Rowland indicated that the bank was just finalizing their process and it would be any day now.  In June, we asked to terminate the deal and to have our $10,000 returned as he was not successful in obtaining processing for our client(s).  In July, we formally asked for our money back.  For the last 8 months, we have had a series of the "check is on its way", "just waiting for a deposit", etc., excuses.  It has been so frustrating. Mr. Rowland has moved and won't provide his new address even though we have asked repeatedly.  He indicated at one point that the bank was holding our money (which a bank won't hold reserves for a client it has never processed for), but won't provide the bank name or contact.  

We have given Mr. Rowland countless opportunities to make good on his promises and he has proven time and time again to be untrustworthy and dishonest.  When we reached the end of our rope with Mr. Rowland at the end of the year and indicated we would be filing a report, he told us if we did that, he would smear our reputation.  He then came back the following week and said he would have our money any day.  It has been another 3 weeks of empty promises.  We will not be bullied and people should know to be suspiscious of this man.  We have the documentation to back up our claims and have been left with no other alternative but to seek legal recourse.
