Bull Run Boots Richard Perryman Has refused the "full refund" promised in e-mail 23 Dec. 2011 Manassas, Virginia

On 29 August 2011 I  placed an order for a custom-made pair of Liberty boots.  The phone order  was followed-up  with an e-mail, and paid in full with my credit card.  The boots which were sent to me on 23 December 2011, were not the ones I ordered.
In his e-mail 23 December 2011, Richard Perryman stated "I will give you the option to cancel this order for a full refund."
After false assurances that a return label would be sent, I mailed the boots back to Richard Perryman at Bull Run boots.  They arrived at 1:44pm 9 January 2012.
Since then I have received more false assurances that the refund ($1,649.99) would be credited to
my account. 
It is quite obvious that Bull Run Boots has no intention of doing what it states in its
e-mail messages and should not be trusted.
