Capitol Resorts charging for owner fees St.Petersburg Florida

I am an onwer for the last 12 yrs. and just received a bill for owners  club fees of $294. This is the 1st time I have received this notice & I questioned it.The billing office informs me if I do not pay this bill I will no longer be able to use my facliities.I also have maintenence fees to pay and if I don't pay them I cannot use any facilities. So how much more money do we have to keep spending on their serveses.  We are totally fed up with this whole program and it has been a waste of our money.I have 5 units and 750,000 pts.  We paid an additional $8000 to be a part of this company which promised we would have access to all kinds of resorts though out the united states and other places. So far everytime I want a resort to stay in  they are never avaiable. I did better with just owning my units at Grand Crowne. I am very unhappy with this program and they need to fix it fast.
