I was looking at purchasing a car and so the website said I could do a vehcile history report for $1. 

No where did it give me ANY fine print. I looked to make sure I wasn't going to be charged more. I felt confident that I would only be charged a $1.

I get an email receipt that then says they have charged me $19.95.

I go back to the website, click to speak to customer service, which it says they are "online" and then it comes up that I can't actually speak to anyone and there is no 800# listed on their website. I checked my account info several times, to see how to contact them.

I ended up doing a google search and found them and spoke to an internet agent from that site: Here is the transcript:

Alice: Hello, how may I assist you?
you: I signed up to do a vehicle history check for $1 and when the email receipt was sent I was charged $19.95. I want my money back! I don't want to do business with your unethical site and I want my information remvoed immediatley!
Alice: In order to quickly locate your account, I will need you to provide me with your email address and zip code please.
you: [email protected] // / XXXXX
Alice: Thank you for providing the information. Please wait while I check your order details in our system.
Alice: When purchasing your Vehicle history report you signed up for the $19.95 payment plan mentioned on our website. We appreciate your business as a respected customer and ensuring your satisfaction is very important to us. Would you like to close your account and remove the remaining charges of $19.95 today?
you: Yes, I want a full refund and credit back and close the account. It was misleading and unethical.
Alice: I am sorry that you have decided to close your account.  Please allow me a moment to process this for you.
Alice: OK, I have closed your account and removed the remaining charges of $19.95 effective today.  Your confirmation number is:
Alice: 197892
Alice: Thank you for contacting live chat, Im glad we were able to resolve this for you today. Please CLICK HERE to finalize your account closure.
you: What about my credit?
you: what remaining charges?
Alice: I have issued you a refund as I want to ensure your satisfied with our service. Your refund is now on your credit card, depending on financial institution allow up to 3-5 business days for it to appear on your regular statement. Also, I have confirmed your account deactivation, please write down this number:
Alice: 197892
Alice: Thank you for contacting live chat, Im glad we were able to resolve this for you today. Please CLICK HERE to finalize your refund.

** I better have the refund and not get charged again. This is unethical!!!!
