Cash America stole money from me and refuse to give back. lied about a loan. California

Cash America Of California stole money from me. Manager name is Sabastion T. His no. is 209-257-3448. ext.369. In order for me to recieve a loan I had to put a deposit of $150.00. Then after that was told to pay a state to state fee of $199.00. This did not make sence. After that he told me my money was deposited. It was not. I called him back and he told me I had to pay another $349 for insurance fee. 

     I did not have it. If i did I would not need a loan. My bank (Chase) told me it was a scam. I called him back and he was really rude to me. Now thanks to him my family will be put out on the streets. I have a wife that just went through breast canser, and have two daughters. I really need help.
