Castlerock Pools finished our pool in December 2012. Why then was an electrical permit not pulled until 2014? This is one of the many things that went wrong with our pool. Turns out Brian Belser is not an owner of the company nor is he a licensed contractor. His father, Bill Belser, who owns the company, let him set up a separate location in Hendersonville just months after being released from prison. His brother, Bobby, who installed our electrical work, is not a licensed electrician. When we discovered the missing permit, Bill Belser, informed us Brian would be getting us a copy. Instead I arrived home one day to find an electrician working on our pool. He informed me we failed our inspection that morning! Our pool had no GFCI protection until it was added that day. Later that week we failed our second inspection. The electrician hired by Castlerock apparently attempted to make it look as though our pool's electrical wiring was appropriately grounded when it was not. Our pool did not have the bonding loop required by national electrical codes. According to the state it was not safe to swim in! We have now spent an additional $6500 on electrical work.  I have since discovered pools built by Castlerock that appear to be missing permits and others that have open electrical permits (some dating as far back as 2013). Final electrical inspections were not done on all of their pools. I have now been in contact with several of these homeowners. One informed me that their pool just failed its final electrical inspection (the pool was actually finished years ago and is pictured on Castlerock's website).  I wonder how many of their pools are not safe to swim in...

Our pool was plastered oustside of manufacturers' temperature recommendations and did not cure properly. The plaster froze and is now flaking off as well as having a grungy appearance. It needs to be chipped out and replastered at an avarage cost of $19,000.

The natural stone on the raised beam wall is cloudy due to incorrect sealer and/or being sealed when wet.

The pavers were not installed per guidelines and are sinking and the edges are falling off. They used the wrong material underneath and now the pavers need to be torn out and redone. They used Eagle Aggregate Concrete Sealer on the pavers which is not an appropriate sealer for any concrete pavers. The pavers are discolored as well as being installed incorrectly. The quotes we have gotten to fix the pavers/stone on raised beam wall are well over $30,000.

They used the wrong type of grout at the tile line and it is still falling out over 3 years later. It will need to scraped out and regrouted.

The pool is leaking and we believe the leak is coming from the waterall. We don't know yet how much that will cost to fix. The pump is too small to circulate the water properly. We hope that changing the pump will fix this problem and that our pool will not need more extensive plumbing work.

There have been at least 4 lawsuits filed against Castlerock Pools. Two have already won judgements only to have Castlerock appeal. The TN Contractors Board has one closed complaint where they were fined $2500 and several open complaints.

We have now found other complaints/bad reviews on BBB Knoxville, BBB Nashville, Yelp, and Angie's List.  These are just a few of the comments people have posted online. "We will NEVER recommend *****  and Castle Rock Pools to anyone. In fact, we wholeheartedly believe that any pool company is better than what ***** ****** can offer you at Caslte Rock Pools." "DO NOT USE CASTLEROCK POOLS. No matter what they tell you. They are very good at telling you what you want to hear and then they never follow up on their promise." "Castlerock pools started my pool April 8, 2015, as of June 30 they are half finished and have taken my money and abandoned the job. Also, Brian Belser is a convicted felon for Murder. Stay away from this fraudulant company." These aren't my words, they all came from the before mentioned review sites.

We have now found at least four people accusing Castlerock Pools of abandoning thier jobs. We feel that they are the lucky ones. At least they didn't finish paying them for their poor workmanship. We thought our $63,000 pool was beautiful only to later discover numerous problems. In addition to the $6500 in electrical work we have just signed a contract for over $22,000 to fix the pools interior, replace pump, and pressure test the lines. That does not include fixing the leaky waterfall, pavers, or the stone on the raised beam wall. We hope to have everything completed by the end of the summer. Never dreamed our $60,000 pool would cost us well over $100,000!

William Brian Belser (as we later found out is his full name) is currently charged with multiple crimes including a parole violation and is now residing at Bledsoe County Correctional Complex. It appears Castlerock has shut down their Hendersonville location leaving angry frustrated homeowners in their wake.

Bill Belser is still operating out of Knoxville, TN. If you choose to hire Castlerock Pools we wish you luck!

Swimming Pool Nightmare

AUTHOR: - ()

POSTED: Monday, April 11, 2016

Rather than address their negligence and failure to follow manufacturer installation guidelines Bill Belser has chosen to regress to name calling. We are not liars and scammers. Furthermore, he has never even seen our pool! When Brian Belser refused to return our phone calls and text messages we contacted Bill Belser, owner of Castlerock Pools, and begged him to come out and look at our pool and help us. He refused. He is correct in saying when our pool was finished we thought it was beautiful and we gave them great reviews. It wasn't until months later that we began to notice problems. Brian Belser attempted to make repairs, but the weather turned too cold and he promised to return in the spring. He was scheduled to come out to our house on May 23, 2014 and he never showed up. That is the last we heard from him.

These are the facts. Our pool was finished in 2012, but the first electrical permit was pulled in 2014. We then failed two inspections. The state then required us to have a continuity test done and a stamped letter from an electrical engineer. The pool failed the continuity test. We then had to pull up pavers (as shown in picture) and have an electrician add the missing bonding loop. There are other Castlerock Pools either missing permits or with open electrical permits.

The plaster was installed at a time when it was too cold to cure properly and it is now flaking off. The pool was plastered on Dec. 14, 2012. Until recently there was a picture of this on their Facebook account. We also have our water bill showing when the pool was filled. On Dec. 14th temperatures dropped down to the 20's. The manufacturer recommends the temperature to be no lower than 50 degrees 24 hours prior or after installation. I have now been told by numerous pool contractors that this could have been avoided and is within the realm of knowledge of any competent pool contractor with experience installing plaster pool finishes.

An Interlocking Concrete Paver Institute Contractor and Instructor who is highly regarded in the industry came to look at our pavers. He believes a combination of improper base thickness, improper materials, no edge restraints, and jointing material improperly installed are what has caused the excessive movement. He stated the only way to remedy the errors in installation would be to completely remove and re-install the pavers.

Brian Belser told us he had years of experience building swimming pools. We later found out that was untrue. He was actually in prison, not building pools in Knoxville with his father like he told us. This is relevent in the fact that so many mistakes were made due to his inexperience, negligence, and incompetence.

There have been four lawsuits filed against Castlerock Pools in the last year. Three complaints with the TN Contractors Board. There are numerous people posting complaints/bad reviews online. Are we all liars and scammers?

It's unfortunate that their are people out there who have no integrety and do not stand behind their work.

No Gunite nightmare in Knoxville

Mrs Blaise has slandered us on every site she can find on the Internet .  The Blaise's are liars and scammers trying to get money they are not due.  Mrs Blaise herself posted what a beautiful pool she had when we finished.  It is a shame that people like this can use the internet for their evil purposes.

Brian got into legal problems twenty years before the Blaise job and it has absolutely nothing to do with them or their pool.

proverbs 10:18 says he who spreads slander is a fool.  That is exactly what we have here.

We have plenty of references for the excellent work that we do.
