Originally I bookde my flight on July 28, 2016 from LAX to Cebu, Philippines but because of some contingency I need to reschedule and so I gave them ample notice and rescheduled my flight to August 22, 2016.  I have an email from ny travel agent about the reduction of airfare because August 22 falls on the low season already.  I was told beforehand by my travel agent, that if I rebooked and the price is higherthen I have to pay the price differential, plus the $200 Airline Administrative Exchange Penalty, ok this is fair enough.  I asked the travel agent what happens if there was a reduction on fare during my requested new date, he said,I wil get a refund, fair enough too.  Remember, Cathay Pacific charged me, what they call as Cathay Pacific Administrative Exchange Penalty in the amount of $200, I understand that they will do some paper works on their part to adjust.  Before I rebooked on August 22, I got an emai from the travel agency that the fare for August 22 was only $865 becasue it falls on low season and I have an email prove this.  I thought it's good enough for me because I bought my original ticket for $1,099 for July 28 flight.  There was a price differential of $234.00 ($1,099 - $865), which is great.  In my computation I still even get a creit of $34 after I offset the $200 they charged me for their Administrative Exchange Penalty.  But not too fast, to my dismay, Cathay Pacific, charged another $200 for fare differential for a total of $400.  I reasoned out to my travel agent that this is unfair, but they said they have nothing to do with it becasue it was an airline decision.  This is the Rip Off, why would they make us believe that the charge is only $200 for Airline Administrative Exchange, when all they wanted all along, was to charge their customers who postponed their flight for $400 each.  The other $200 was disquised as price differential, when infact there was even a decrease of their published fare.  Why don't they just be straight forward and charge $400 straight for any posponement of schedule by their booked customer, why do they have to deceive their customers.  For me, I call this a rif off and an unfair business practice that they should be disciplined, reprimanded and fined for their deception.
