I want to be the first to save people money.  This person uses these names Marty P, Marty Pelham, Adam Thomas, Andy Anderson, also works with a Mary or Sharon which could be his wife or assistant. They say that they will get you a $50k, 250k, or $150k Visa or a Chase Sapphire for you for about 1% down upfront and $3k back end. They take your money and disappear.  they work via ads in www.backpage.com, or craigslist.  they ask you to send the money to a Marty Pelham out of Henderson Nevada and you never hear from them again. they also state they will get you a ready made corporation by giving them anywhere from $3k to $6k upfront. This person advertises out of Seattle, Florida, Nevada, Illinois, and New York Backpage.  The address they are using at this time is a Mail pak place and not an actual office.  Save your money there is only 1 maybe 2 people that can actually do this and this person is not one of them.
I actually know this person and I am tired of watching people get scammed.  when I met him he told me his name was Andy Anderson. to many red flags came up and I didn't feel comfortable.  this person is a professional scammer getting money from as many people he can then he changes his name a little but the ad he uses is the same (see example below). there is currently an investigation to find him, and notice given to the Attorney General in Santa Monica but it may be hard because he uses so many different names.  Please remember buyer beware this is about all I can say right now.
