Charles Anthony Chappell Empowered Unlimited Enterprizes Driveway/Concrete Garner North Carolina

I came across Charles Anthony Chappell on a website that advertise contractors: Networx.com.  Once I sent in my request to get an inquiry he instantly called me.  On Feb. 6, 2015 we made arrangments for him to meet me at my house so we could see if he could inded do the job.  Orginally I wanted crush and run but he claim he could do me a 20x25 concrete slab plus the crush and run at a reasonable price. He claim he was in the Army and he got out because he broke his legs and how his girlfriend helped him come back and now he's working the family own buisness. I guess that was his way of distracting me and placing some type of remorse.  So we agreed tht he would do the work and he informed me that he needed $900 so he could order the concrete and he will start on the work Monday Feb. 9th. Feb. 9th came and he brought out 2 pieces of wood.  He would call and say he's coming on a wed. then he said he'll be out on Friday to never come because he kept making excuses, saying it was snowing or the ground is wet.  The following week he called early Monday morning on my way to work, he promised that he would be out to do the job, he never came.  Days pass and of course so did his excuses.  A couple weeks later we decided to hire someone else through the same website site.  Of course he was dispatched he called.  After he found out it was us calling to request another contractor he came out that day and brought out 2 more pieces of wood and haven't done anything else since then. 

So now we're at March 23rd he called me at 6:53 am saying he was going to come out and bring the crush and run and will have the concrete out there on Tuesday. It never happened I called him yesterday and told him I wanted to cancel the job and wanted my money back. He got so upset, cursed me out and was saying he know all these judges and lawyers and they are not going to make him pay me anything. So after speaking to one of my friends we decided to google his name and to my surprise google is dedicated to this guy. He's ripped off people for thousands of dollars.  He's a convicted felon, on probation for 30 months and the rap sheet goes on and on. I'm hoping that by me putting this out there a lot of people will run when they come across this guy. Oh yeah he also told me he was related to Dave Chappell, as if that matter and I cared. I want my money back therefore I've filed a small claims case against him, contacted the attorney general along with the website that's advertising his false business that's considered to be a scam.
