Circuit City Rewards Visa will not honor my dispute with an online merchant. I ordered 2 new OEM batteries advertised new in Retail Package. They sent me 2 very used batteries in a plastic bag(Not in the retail package). The merchant would not replace with new ones or give a refund. So I returned them USPS with Delivery Confermation.
I mailed proof of mailing bateries with dispute filled out as Chase Circuit City advised. Two weeks later they mailed me back taking the side of the Rip-Off merchant. They will not credit me the $26.07 that I got Ripped of using their credit. Well I cancelled their credit card and will NEVER shop at any CIRCUIT CITY again.
PS: Their credit card was one of the worst anyway. When paying the monthly bill online - It would always show the complete balance to pay including the recent charges that should be on the next month's bill instead of just the charges up to the cut off date.. I sure won't miss them.....

It wouldn't matter what bank or company name was on the Visa or Mastercard.
Your complaint is with the people who sold you the batteries not a credit card company.
