Chase Manhattan Bank rip-off! Fraudulent charge not removed. Wilmington Delaware

I filed a chase dispute form over a fraudulent charge put in my july billing (june period). I email to request credit back. I receive a reply, promised me the charge/membership has been cancelled. credit back will show on august billing (july period). It is a lie.
**with late payment is penalty charge over 25 $ , no grace, merciless... so... why they keep this fraudulent charge to continue to impose their finance charge on this balance? That is bad. I feel cheated and robbed.
