I've been using this Chime card since Dec 2016, I got it because you can get paid two days faster. Plus there were no outrageous fees involved, and the card had other perks. Well on Feb, 24th,2017 that all changed. I went to a local ATM and attemped to withdraw $500 dollars.
The ATM took a long time to process the transaction, after that it said "please take your cash, thank you." It never dispensed my money, but took the funds off my chime card. Naturally I'm very upset, I'm living paycheck to paycheck. I also had utilties that needed to be paid that day also. This was an PNC ATM, so I called PNC and they said theres nothing they can do. I would need to contact chime, only they can see my banking infomation, only they can fix this. PNC stated that if i was one of their customers, they would give me the credit today, and filed their own dispute, to keep the customer from suffering. So i called chime, first call I was on hold 26mins and finally hung up, 2nd call i was on hold 17mins. I got a girl with a heavy accent,which would have been okay, if she wasn't rude and unfamilar with a our polices in this country. I became irrate and asked for a supervisor, she cut me off and transfered me. I held for a supervisor for 40mins, never got one. So I called back 3hrs later. I got a guy named James Charles with yet another heavy accent, he said my funds would post back in 24hrs, that it was a pending transaction.
I knew this wasnt true, anytime I do a withdraw from ATM,its always says pending. Here it is Feb 28 2017 and the transaction for $500 is still pending and no funds have posted back to my account. Sounds like James Charles was wrong. So i asked for a supervisor again, and was put on hold for another 40mins. I hung up and called back many hours later. I explained all that I've been through to the agent and simply wanted a supervisor. So she said there will be a breif hold, I held for almost 20mins and the line went dead. I called back and the reason the line went dead, was because they had closed.
At this point,Im hurt my heart rate is up, and Im shaky because I feel I will never get my money back to me. So I called chime Saturday morning 2/25/17. This time the girl acutally got me a supervisor, but he was of no help. He defended chime the entire call. told me that chime didnt take my money, PNC did. So my beef is with them,not chime. I explained to him that other banks would give the customer a privisonal credit, so they wouldn't have to go through what Im going through. He said he would not lose his job because of me, and I need to wait for the funds to post back. If it doesnt post back, then I can file a dispute only after it stops pending on my account. It is now 2/28/2017 and the funds are still pending. I don't know what to do,and I have no money to get by. It may be 14-21 days before I see my $500,if I ever see it again.
I know ATM's make mistakes, this is my first time having a major isssue with one. I've used them for 16yrs or so, but Im very disappointed with Chime Card Service's. They let me down,and didnt give a care about my pain and suffering. I feel they should have issued me a refund, and done the dispute themselves. I know someone there could press a button and make this right for me. Its not anybody's fought that the ATM screwed up. But Chime should take care of there customers, and they fail to do so. The customer service I recevied,was some of the worst ever.
I will be canceling this card and all prepaid cards in the next few weeks. I would advise anyone, do not fool around with this non traditional banks. Stick with a local bank, even if you cant get a checking account, you can get a savings. If anything goes wrong on these prepaid cards, you will have a diffcult time getting your money back. You will be subjected to tourture by the misinformed customer service agents for these banks. I've suffered and Im still suffering, all because Chime Card issued by Bancorp bank, will not take care of their customers, respectfully.

Mr. Aaron Ingram first reached out to our call center on February 24th, 2017 to report a failed $500 withdrawal attempt he made that same day. Whenever this happens, we usually ask the member to provide receipt showing the failed withdrawal attempt. However, we understand that ATMs often do not provide receipts for failed withdrawals. In these situations, we need the ATM’s bank to provide us written authorization to release pending ATM withdrawals. Unfortunately, it looks like this information was never passed along to Mr. Ingram. We will be following up with the Member Services Phone Specialists that Mr. Ingram spoke with to ensure that they are providing accurate information and following protocol.
Disputes can only be filed once a pending transaction settles. If a pending transaction is never settled by the merchant (or in this case, the ATM provider), then the transaction is expired after a week at which point the funds are returned to the member’s spending account balance. This is exactly what happened in Mr. Ingram’s case; the funds were returned back to his balance on March 4th. We express deep regret that Mr. Ingram was left without access to his funds for so long. We are actually working with our payment processor to cut down on merchant hold times to prevent situations like this in the future. Instead of having to wait the 7 business days for the transaction to expire, funds from vided transactions should be made available after just a few business days. This change should be implemented soon. From the bottom of our hearts, we wish we could have prevented this major inconvenience to Mr. Ingram.

You seem to think that they should just give you a provisional $500 credit, just like a "real" bank would. The problem with that is that you seem to think that they believe you didn't get the money. Buzz wrong answer..thank's for playing.
They don't know you from the person next door, and your two months of history with them means nothing. These pre-paid cards cater to people who have negative histories with banks. Is everyone that way..NO. But the "good" people are going to be lumped in with these just because of the nature of the cards, and they don't have the time to figure out who is and who is not telling the truth.
They are not going to risk basically giving you $500 on the hopes that you are telling the truth. Because if you aren't and they need to take back this credit there is a high risk on their part that the money is no longer in the account and they will never see it again.
Because of the nature of these cards they will pend transactions longer than regular banks, a regular bank may keep a transaction "pending" for 1-7 days. These prepaid cards have been known to keep a transaction that didn't finalize as "pending" for 30-45 days before allowing it to fall off, but this is in the terms and something you agreed to.
With that said, don't take what PNC said at face value. You aren't talking about $20 or $40 here...you are talking about $500. There is no guarantee that when PNC would actually have to make that decision to give you a credit, that they would. As right now it is more of just a "pass the buck" game where no one wants to take responsibility, even though the root cause of this was the PNC ATM failure to dispense the cash.
It seems as if you have come to the realization as to the advantages of local banks. So I will just add one other thing, if you are worried about fees. Realize that a majority of the fees and complaints about the fees are for OPTIONAL fees such as Overdraft fees. But if YOU show proper account management by keeping a written register of all of your transactions and never attempt to spend more than you have available you can avoid these fees quite easily. If you are going to continue to rely on the bank telling you when you have no money you will get burned because they only know you have spent the money when they receive the transaction that depending on what it was could be several days AFTER you actually spent it.
