I went to Circuit city to purchase the Digital Converter boxes, I had two $40.00 coupons.
They rung up the boxes and discounted the coupons, the total before the coupons was $119.98 and the tax was $8.39. After the coupons the total was $39.98 and they kept the tax of $8.39.
We argued that I can only be taxed on the total of the order. Of course they said no, I am to be taxed on the original amount, that all products are taxed on the original amount regardless if it's on sale or a coupon is used. This is not true.
I have been shopping on my own in this county for over 25 years and I have never paid sales tax for the original amount on a discounted item.

You are referring to the federal coupon program in regards to the digital television transition. The coupon actually is not a coupon but is a visa card paid for by the government. So all retailers ring up the transaction as partly a visa charge transaction (so its still taxable). This is the case for all retailers.

New Jersey rules (look them up on google) actually state that if a vendor is reimbursed for a coupon by another party, then they have to charge you tax on the pre-discount amount.
i.e. if it's a Circuit city coupon, they don't have to charge you.
If it's a manufacturer coupon, they have to charge you tax before the discount amount - but only if the coupon or discount is disclosed that you will be charged the full amount of tax. And supposedly if they don't tell you, then they will have to eat the difference.
But many states do this now; I don't see a ripoff.
