In March of 2006 I was shopping at a downtown store. The sign in front said parking for customers only. I was in the store for 2 hours, when I came out I had a ticket stating "no activity". I sent in the request for Adminstrative Review along with a copy of my receipt, pictures of my car and where it was parked, and the sign I was parked in front of.
Two weeks letter I received a letter stating that the citation was properly issued and is valid. I don't think they even looked at the pictures. Now I am told that I must pay the ticket in order to request a hearing, then if I am right they will return my money within 30 days. What about my time, having to take off work only to prove that I was right. Does anyone have any advice on how I can be paid for my time.
I am sending in the letter, paying the ticket, but I will continue to fight for my rights.

I read your statement/problem and as you see you're not alone! I my self have been victimized by the PVB who is also a collection company.
I suggest you contact your city council person in your area to try to rectify things and you may want to go as far as contacting the ACLU and the news media as your civil rights have been violated. If you read on you will see all the horror stories that the PVB does to obtain money from law obiding citizens.
I'm sure if we all pull together we can put a stop to this, with bringing this public, filing a class action law suit or do whatever it takes.
Beleive me there is ALOT of curruption at the PVB and all affilaited offices.

Good luck and I'm sure if you contact some of these numbers we will meet compare our stories and bring hundreds of people and their complaints to the surface, to the media and put a stop to this PVB SCAM.
