Where is the money going? City Property Management has stood idly by and watched our former semi-upscale community turn into a ghetto. There are several homes that clearly are in violation of the CCR's but nothing is ever done. Our trees are dying, the common areas are dilapidated, and some of the properties are PERPETUAL eyesores. The pool are was fixed recently, but there is so much more they could be doing for us. At meetings, the managers ignore the homeowners and behave in a condescending manner whenever they are confronted with concerns about the direction this community has taken.


We pay exorbitant HOA dues and there is virtually NOTHING to show for it...Seems like there may be only a handful of homeowners paying anymore and rather than aggressively going after the non-payers CPM thinks the answer is to increase the dues for the people that are paying. Excuse me, but this isn't Paradise Valley and it's WRONG to think that it is OK to charge nearly two hundred dollars a month to live in this ghetto.


They SAY they are going after the non-payers and CCR violators to collect what is owed, but then turn around and say it isn't worth the cost in attorney's fees to go after people with bad credit. Huh? Well, an ASSOCIATION means EVERYONE. ALL property owners need to follow the CCR's and pay the dues. If they don't, well, then it's time to disband the HOA.


Say what you want about the real estate market, the economy, and yadda yadda yadda, but the fact is that everyone needs to contribute their fair share and it is the management company's RESPONSIBILITY to be aggressive and pro-active in community up-keep and collection of dues and fines. We feel like we are flushing our money down the toilet. This is an outrage! Where is our money going? It really is beginning to look very fishy to us.

Let me preface my response by saying I have over 15yrs experience in Community Association Management.

I read your post and have much empathy for you as an owner in a common interest community. However I believe that you are disappointed and upset with the wrong people.

While it is unfortunate that your community is in decline, it is not the fault of the property management company, it is the fault of your Associations Board of Directors, your neighbors, and fellow homeowners.

While the propperty management company handles the day to day business operation of the corporation which is your Association, they do not make the decisions which govern how your Association is maintained, or how your rules are enforced. Property managers recieve their directions from Association Boards, the Boards must decide how vigorsly they want the rules enforced, how they want the common areas maintained, and how much the Association fees are. The property manager should give his or her best advice to the Board, but it is ultimatly their decision, and the property manager must abide by that.

I reccomend you talk to your neighbors and call a special meeting of your association to address these issues with your Board of Directors. Ultimatly the Association Board is elected by you the owners, and should be managing your community in the manner the community as a whole wants.
