Citypay Payroll Services didn't pay NJ & IRS payroll taxes with escrowed money.

Company withdrew required payroll taxes from my account via EFT. They then never paid the required taxes. I found out by receiving a dishonored payment from the New Jersey Division of taxation. My bank say's they cannot reverse the transaction as ACH is done against a contract that Citypay has.
