CLOUSER AUTOMOTIVE OWNER FRAUDENTLY SOLD ME A CAR I CAN'T TITLE!! MELBOURNE, Florida

I acted on a Craigslist posting for a 1991 Isuzu. I live in Port Saint Lucie, the car was located in Grant in Brevard county. Rick Clouser, whom owns and represented himself as the owner of Clouser Automotive in Melbourne told me he was selling the car for a friend in a nursing home and the money was going to her family. We negotiated a price of $1000. I purchased the vehicle which was signed by POA Denise Gangraw, the POA for owner, Judith Weller. He said that I can take the copy of the POA to the tax collectors office with no problem, as he does it all the time.    I wasn't 5 minutes away in the car when it broke down and I had to tow it home. After putting in another few hundred dollars, I got the car running. Now, I just left the tax collectors office and they told me that I cannot title the car without an original or certified copy of the POA. I spoke with Rick and he said too d**n bad. So now "own" a car that I can do nothing with unless I get a certified POA. Not only did he unlawfully flip the title without putting his name on the title, he also evaded taxes! Too bad I don't live close to Clouser Automotive, as I would hold a sign there telling of the integrity of that business and the owner. I would appreciate any advice or information concerning this matter.
