I purchased a 2013 damaged Audi S5 at Copart - Los Angles auto auction. I extensively looked through photos of the car and by the photos it appeared the car was easily repairable with new parts and time. After receiving the car I found that many other parts were stripped off the car (not surprising), but the big find was that the extent of the impact had been hidden (covered up). The car had a bumper with minimal damage installed on the car as well as minimally damaged headlight shells (all bulbs & ballasts were stripped from the headlamps) to make the car appear that the original damage was much less than actual. It wasn't until I started removing these parts that the actual damage hidden underneath could be found.

California does not require a Auctioneer license

I doubt you can recover your money.  California, one of the most excessively regulated states, does not require an auctioneer to be licensed!!  Anyone can be an auctioneer in Cali.  Anyone at all.  That means they can promise you anything and take your money with no repurcussions. 

The Lobbyiests have a stronghold there.

That's very bad news for you.  I don't expect you can do anything about it.  I would check their threshold for dollar maximum Grand Larceny crimes and see if you can file a criminal compliant that way.

Only bid on in Auctions where it shows you the auctioneer license number.
