On August 18th, 2010 my company Green Diamond Tire - North America (GDT-NA) was accepted as a Project Partner (PP) into a Joint Venture Capital Funding program with COR Development (COR) that required a fully refundable $20k advance fee.

In the Agreement, funding was stated to be forthcoming within as early as 60 days... acceptable terms to GDT-NA. Then subsequent official communiques from the COR principal officer Mr. Alberto Colon continually set funding dats and then violated them on at least 2 dozen occasions (documentation available).

Due to the repeated flagrant non-performance of COR, GDT-NA officially opted out of the program on March 11, 2011 anticipating full refund of $20k fee within 30 days. It is now 4 months past the expected refund date and no refund as yet. Mr. Colon stated in an email that refund would occur on July 7th, 2011... it has not.

This firm, COR has a sordid history with the truth and has consistantly misrepresented and/or misled regarding its credentials, funding sources. Email communications are frought with deceit and failed commitments. It my tempered opinion that COR is committing fraud upon not only GDT-NA however those other PPs that continue to participate.
