5252 Corteen Place, aka Corteen Place Apartments is a complete slum, run by slumlord Linda Dorsey, who instead of doing her job and getting maintenance orders worked on and assisting with lockouts and such, insulted and bullied tenants by making eviction threats and never getting any needed work done. Example: In our apartment, there was an old sliding door that was very difficult to open and got stuck, which effectively was a dangerous trap in the event of a fire or earthquake. It took several months to get the door replaced. We (the tenants) had to call the repairman directly because Linda (who was the manager), although it was her job, refused to do so.


Also problems with heat, outside lighting not working (we had to replace the bulbs ourselves), plumbing issues, the list goes on and on. Linda did everything she could to make people NOT want to approach her when there was a problem. She simply did not want to do her job (but God forbid if you're a day late with the rent). She would complain that since the building is rent-controlled, that we were getting a bargain and that she "could get so much more money if we would just move out". Also important to note is the infestation of bugs and mice that were not dealt with, gas leaking from kitchen appliances, broken washers in the laundry room for months at a time, the list goes on and on and on.

Linda WAS that bad

I agree with the original poster. I had also lived in the building for several years, and although the previous manager was at the very least not dreadful to approach Like Linda, the place was not run by a tyrant.

When Linda came in, that all changed. She got VERY angry at me for requesting packages at 5:30pm that went to her apartment since I was at work and not there to sign for them. She stated that "It's past business hours" and slammed the door in my face.

Also, at one point, there was maintenance being done to the pipes on the street and (to her credit) she sent out letters warning us about the disruption and when it should be over. About 2 hours after the estimated end time, there was still no water. I called Linda and asked if she knew anything. Her response: "I don't know. Why don't you go ask them?" and hung up on me.

I moved out of that place in '04 but just came across this report now. You did not need a ladder to replace  bulbs outside 2nd floor apartments, but we had to go to Home Depot for the correct one because after months of asking to have it replaced, nothing was ever done. She then screamed at me for doing so "without her permission". She was a total (you-know-what) and obviously a very miserable person. I'm sorry to hear about her death, but maybe the world's better off without her.

This report is just too funny. I am a long term resident of the same building and I am pretty sure I know who filed this report, i.e. disgruntled people who did not feel that the building rules applied to them and were upset when the manager asked them to quiet down. I believe these were same tenants who left nasty anonymous notes on the community bulletin board also complaining about Linda.

First, Linda Dorsey was the manager, but was not in charge of any monies or approving repairs and never profited from a rent increase. She was a liaison between KLS Financial, the owner of 5252 Corteen Place and its tenants. Their beefs about security deposit refunds are with KLS and not the building manager.

I never had a problem approaching Linda, and she was always on top of a repair request unless it was frivolous. I never heard of any tenants replacing outside lighting, and in order to do so, they would have needed a ladder and the correct type of bulb.

It is important to note that shortly after this report was filed, Linda Dorsey passed away from a long battle with cancer and all the tenants knew about her condition. It is true that in the last month or so of her life, things in the building were slow to be done, but that was understandable.

In her defense, Linda was indeed a tough manager, but was always fair. When I first moved into the building in 1999, I thought I had moved into a tenement building that took Section 8's. The police came to the building nightly; tenants were constantly fighting and doing drugs around the pool. Children ran loose unsupervised, and there was a drug dealer who lived in the building.

When Linda became manager she managed to clean the building up and got rid of all the riffraff. One of her major accomplishments was to force KLS to do a complete copper repipe. There was literally no water pressure before then. She continued to be a tough manager for the comfort of all the tenants who lived here, and asked everyone to follow the rules. An apartment building has to have rules.

Unfortunately, since Linda's passing, the building is slowly sliding backwards in terms of its tenants. Several loud and unruly people have been allowed to move in. These new tenants yell at all hours and have broken the security locks on the doors. They also monopolize the pool every weekend. The current manager, who is absent most of the time, seems unwilling or unable to do anything about them.
