I was responding to "T", not the original post. The original post was almost 2 years ago. I specifically responded to what "T" wrote. I was not responding to anyone else, or about anyone elses situation. READ the post.
I know exactly what the FDCPA says. Not a problem there.
Technically, if they are unable to establish and maintain contact, they can make additional contacts with friends and neighbors to establish whereabouts of the debtor again. Not illegal. Actually, each party contacted must request a cease communication to be enforceable under the FDCPA.

Steve,if you would read the OP,you would see that they said that the collector already had location information.Therefore any communications to any unauthorized third party are illegal.The only intent is to try to embarass,harass and intimidate,also illegal.Read the FDCPA.

The only things that are illegal for a collector to disclose to a third party is the nature of the call being collections or a business name that idicates they are collectors, or to provide any information regarding the debt being collected or other privacy act protected information.
They can legally call friends, relatives, and neighbors to establish your wherebouts or to find a way to contact you. This is perfectly legal. Unethical and scummy, but legal.
"Telling" them to stop does nothing. You MUST send a CEASE COMMUNICATION request as per your rights under the FDCPA. Send this letter by certified mail, return reciept requested.
