Csmarkets-consumersolutions received inoperable cell phone, they have accused me of tampering with equipment Ripoff Internet

I received an audiovox 6700 verizon pda windows cell phone xv6700 nr. When I tried to activate the phone through verizon wireless the phone would not dial out. I contacted starcom (maker of phone) they said the "phone portion" of the pda was not installed.

I then emailed consumer solution asking for help. They responded with a hostile accusation of me tampering with the phone and said they would take immediate action with ebay and paypal if it has been tampered with.
