These two people are using online dating sites to seek out older, single women for financial scams and extortion.  Their method is pretty much like the textbook dating scam, but they are located in the USA and usually not too far from their victims.  They choose victims who live about 100 miles away from Cleveland.  They are actually a couple who has been together for 4 years.  They both work in social services, he works for the Veterans Administration and she works for the Children Youth and Families services.  Both are government employees paid with tax dollars.  He is black and she is Caucasian.  They target older, white women who they believe have money.  They are both former? addicts.  The man has a minor child who is unfortunately used by them to garner more sympathy.  The man is also handicapped and uses that to manipulate women into feeling sorry for him and his latest financial crisis.

There have been multiple victims.  Each victim has lost thousands of dollars.  The pattern is typical, the man professing to love the victim, never felt this way before, tells her she is special, the whole bit.  After the victim is hooked and has already begun giving him money or buying things for him, the woman enters the picture and pretends to be the hurt girlfriend and claims she had no idea that the victim existed.  The woman then also claims she has given the man a lot of money and pretends to then dump him and puts him down.  The man then tells the victim that the woman is a stalker and she's some crazy person he only dated a few times that he met on the dating site Plenty of Fish.  He puts the woman down and repeats that he would never have a relationship with her.

After a while things are not adding up and you will realize that every contact you have with this man he is crying about some bill he can't pay and how he works so hard, etc. and is so poor.  Then the contacts become less frequent but if you express any doubt he sulks and becomes angry then will finally accuse you of being paranoid and even suggests your mind is failing.  He will then profess to have some new financial problem that is interfering with the time he can spend with you, in the hope you will give him more money.  The woman will not respond to any of your attempts to contact her.

If you are lucky, you will find out the truth before having lost too much money.  This man and woman have been in a sexual relationship for 4 years and see each other regularly.  Whatever you tell him, he will relay to her and vice versa.  It's a game to them and they are laughing all the way to the bank.  The man is a convicted felon which you can look up in public online court records.  They are both middle aged. 53-54 years old.  His home was in foreclosure in 2016 and is again now in 2018.  He filed bankruptcy in 2016.  Despite their salaries and the thousands acquired from scamming women on dating sites, the two own next to nothing.
