Daves auto sales DAVE put 2000 down payment to purchase car deal didn't go through and he's refusing to return payment saying there is no refunds.. never received car or down payment back Los angeles California

In February 2013 I was looking to purchase a car to get to school. Someone told me of Daves Auto that had cars to purchase for reasonable prices.

I went to Daves business location and we discussed a deal to purchase a car I  the amount of 3,500. I picked the car I wanted and gave a down payment of 2,000 and owed a balance of 1,500. I was not going to receive the car until I paid the final payment of 1,500. Once I received this payment I contacted Dave and Informed him that I have my final payment and would like to pick up the car. Dave informed me that he has a better car and I would have to cone up with more money.

I told Dave that i am a student at this time and could not come up wit extra money and I want to just keep the one we already discussed.. He became upset and stated to contact him when I get more money. I then informed him that I wanted my down payment back and would not be purchasing the car. Dave stated that at this time there is no refunds. I've been going back and forth trying to get this payment returned.

As of today Daves auto has returned to me 200 dollars in the month of January then stopped answering his phone. I don't have the car or my money. Wasn't aware that a business could just take my money like that.
