David Bazar Bazar Mcbean Chartered Accountants Professional Accountant or Professional Scam Artist? Oakville, Ontario

I attended the office of Bazar Mcbean Chartered Accountants located at 257 Randall Street, Oakville, Ontario.  I met with David Bazar.  I provided him with a list of all information required to complete a U.S. tax return in relation to a property that my wife and  I own in the U.S.   I also required ITIN (U.S. tax numbers) for my wife and I.
 
When David discussed his fees for his services, he clearly told me that the ITIN numbers for my wife and I would be $225 each (Total $450.00).  When I asked him directly how much it would cost, he indicated it would be about $200 - $250 for a tax return .  I was surprised when he asked me for a deposit and then asked me to sign a contract.  I paid the deposit and signed the contract.
 
I left David Bazars office that day expecting to pay $450 for the ITIN numbers and approximately $250 for the tax return.  I later received a bill for over $3000.00.  When questioned, he indicated that he had to make several phone calls which increased the fees.
 
David Bazar is a professional scam artist.  He gets his clients to sign a contract and leave a deposit because he knows that they wont be pleased when he charges them much more than he told them it would cost.  He then reminds his client that their deposit is non-refundable and indicates to them that if they dont pay his fees, he will take them to small claims court.  He tells his new client that if they are unsuccessful at small claims court, their credit record will be affected.  He reminds them that the small claims process will require several days off work.  He tell his clients that from his experience, the court will look at the written contract that was signed and ignore what was verbally stated in the initial face to face meeting.  He basically indicates that it will be his word against theirs and he implies that in order to get his money, he wont be telling the truth in court.  I imagine his scam has been very successful over the years.
 
David Bazar has likely performed this scam on hundreds of clients in the past.  What he is doing is clearly wrong.  This is certainly not the conduct that people expect of a professional accountant.
