David E. Gilliland and Weathertight Systems DID NOT FINISH JOB! Clearwater Florida

The owner of the company is Terry Lacoste. I signed a contract back on 7/3/15 for a shingle re-roof. Upon signing the contract they took $1,500. Shortly after they came to my home and removed the shingles and applied the underlayment. This is supposed to be a water barrier as well. They took another $3,000 at the time of installing the underlayment. Well, as of today (almost 3 months later) I still have no roof installed. I contacted the owner after a month of no roof. I informed him that I'd been patiently waiting for a roof. He responded with " I thought your roof was completed and I will handle this." I informed him he needed to schedule an inspection. He scheduled an inspection for that following Monday. The inspector failed the job due to no drip edge installed and no valid Workers Comp. Insurance. I informed him of this and he sent his crew the following day to install the drip edge. As for the Workers Comp. Insurance I was told he did not file pay roll and was unable to get this certificate until he does so. Today, 2 weeks later still no word on getting this certificate that he needs in order to pick up the permit with the City of Oldsmar. The permit has been sitting there for 2 weeks now Terry was told they will not give him the permit to continue the job until he provides the Worker Comp. certificate. In the middle of this long process I received dry wall damages due to leaks. I informed Terry of this and he hired someone to fix the repairs. Shortly after I found another leak and informed him that this needed to get fixed asap. No response from him or his co-workers. I then threatened to cancel the job but after speaking with lawyers and other roofing companies; I was told not to or else he will keep the $4,500 that he's already received. This is due to the way he worded his contract. I'm basically locked in with this company. I let Terry know that I would like him to continue the job asap. No response.
