I entered my grandchilds photo in a contest on Picture .com. Was told it was selected to be publised in a yearly publication, Endless Journeys which will be also displayed at the Library of Congress. This letter came from a Jeffrey Bryan managing editor.
I paid with a credit card for copy of book 69.95 plus 25.00 for artist profile for a total of $103.95. I received an email that book was published and would be in the mail to me by Febrary 2009. At one point I even spoke to a person on the phone when I wanted to make sure they would send the book. Name of the book is called Tender Imprints. thru pictures.com.
Invoice # 26664, product code BK-bby-2327594.
I have not been able to reach anyone, the phone is always busy now and requests t call back. No luck with the web sites either. I want my money back.

"Almost but not quite a scam"

This is one of those companies that sort of skirts around the scam issues because you usually get what you pay for.
Every person who submits a photo gets a letter stating their image "won" or was "selected"...every person. Regardless of whether it's a good photo or not.
Basically, if you don't pay for the book, your photo doesn't get published in the book.
The thing is, they usually do send the product to the people who order one. Most of the people who have been caught up in this are disappointed that they actually didn't "win", but have been reasonably happy with their books.
I haven't heard of anyone not getting their books. Have you tried sending them a snail mail?
