department of legal affairs and investigations in california phone scam, threats of warrants north bay area, California

 This company called me to tell me that I was delinqent on a loan in california, which I never recieved or applied for. This guy with a heavy Indian accent had all my info ( ssn, address, work, etc). The first guy stated that he could only tell me the basis of the call because he was just a paralegal, but gave me the number of his manager to call. When I called , her name was christina, she read off to me what she said was an affadavit and that I was going to be arrested that following monday for non payment and fraud.

after she was finished reading it of to me, she told me that I could ask her questions, but she clearly did not want to hear questions for she became aggressive and rude and eventually hung up. After that call the original guy called me, but I have not been able to get through to them now. I looked online and found that it is a scam trying to get you to pay money. I have a feeling that they will call me back since, I didn't make any arrangements to pay them back.

This is scary because of all the information they have on you and I don't know how to get them from calling me .
