Document Of Award Payment Data Release Division Sent a promising letter informing me I won 1,400,000.00,and that i needed to send in 19.99 for fee. Jericho New York

I received the letter yesterday telling me that i had won 1,400,000.00. But i had to enclose a check, cash or a money order for 19.99 to cover this one time fee.
I dont feel as though companies such as these should get away with sending someone a letter like this. People such like myself who are in a financial bind already get something like this and think, " Oh WOW!!! Look what i have won!!" and in the end its all a hoax.
I personally think that there should be a way that people like myself should be able to take them to court and have them pay this amount to the people who they have sent these notices too. I'd bet they would'nt send anymore.
It's not fair to be informed that you are a winner and not have to pay that amount to you.
